Where the government figure disagrees
- Senior and staff or lead posted medians sit 40% to 86% above the government survey figure (Software Engineer, DevOps / SRE / Platform Engineer, AI / ML Engineer, Cybersecurity Engineer, Engineering Manager). That's expected, because the survey covers every experience level.
- The government figures cover every employer, including in-house IT at non-tech firms, and lag: AI / ML Engineer, intermediate, 78% above. Cybersecurity Engineer, intermediate, 42% above.
- Many of these postings come from foreign-headquartered multinationals, which pay above local medians: Engineering Manager, intermediate, 48% above (41% of postings).

The market
Toronto is still the biggest tech market in Canada. Most of the senior people I talk to here aren't looking, but they'll take a call.
- CBRE ranks Toronto #3 of the 50 largest North American tech-talent markets in 2026. It added about 75,000 tech jobs from 2022 to 2025 (~27% growth).
- 24.7% of Toronto workers mostly worked from home in May 2024 (Ottawa 34.2%, Winnipeg 15.1%).
- Ontario has required a pay range of at most $50,000 in publicly advertised postings since 2026-01-01 (employers with 25+ staff). Postings whose range tops out above $200,000 are exempt.
Cost of living
